Houston, TX. Services will be held on Friday at St. Mary of the Pines Catholic Church at 10:00 a.m.

Visitation will be at Rose Neath South on Thursday from 5 to 9 p.m. Graveside services will be in Bay St. Louis, Mississippi, on Saturday at 4 p.m. Frank was born on December 13, 1945, in Columbia County, AR and grew up in Plain Dealing, LA. He was employed by the Louisiana Department of Correction.

Division of Probation and Parole, from 1971 until his retirement in 1999. During his tenure with Probation and Parole, he was a Probation and Parole Officer, a supervisor, the District Administrator of the Shreveport office, and the Regional Director for Northwest Louisiana. He was known statewide within the Department as a man who did his job well, and he was often the person that was called upon when there was a problem to be solved. After leaving the Department of Corrections. Frank became a professor in the Criminal Justice Department at Northwestern State University in Natchitoches, LA where he shared his experience and knowledge of corrections with his many students.

Frank loved his family deeply and was a good and true friend to many. He loved the outdoors and looked forward to spending time at his cabin in Arkansas. Frank was preceded in death by his father Orville Kyle. He is survived by his wife of 29 years, Janet Blaize Kyle; his mother Marjorie Bigelow Kyle Franklin of Plain Dealing, LA; three cherished daughters. Colleen Potkay and husband Charlie of Pom-pano Beach, FL; Megan Mills and husband Ray of Prairieville, LA; and Kelly Kyle of Baton Rouge, LA; two very special grandsons, Richie Brackin and James Mills.

In addition, he is survived by three brothers, Jimmie Kyle of Ashdown, AR: Lynn Franklin of Texarkana, AR; and Bruce Franklin of Plain Dealing, LA; a sisler Mary Jo Gamez of San Antonio, TX; and a foster sister, Jannett Sims of Ozark, AL. Born 25 Jul 1920 in Mansfield, LA, Cortez grew up in Mansfield and Leesville, LA, and lived for a time in Thomasville, GA, until the family moved in 1953 to the home in which his father was born in the community of Colquitt, near Haynesville, LA. Cap-. tain James Cortez Wise, USAF, retired, served in both WWII and the Korean War. He was a member of the Colquitt Baptist Church, a building contractor, a founding board member of the North Claiborne Hospital, and a contributor to the life of the Colquitt and Haynesville communities for many years.

He came to Shreveport in 1936 to play quarterback for Centenary College where he met his sweetheart. Eilleen Maynard. They later married at Lackland Air Force Base in San Antonio, Texas before his deployment overseas. With Americas entry into WWII, he became a P-51 Mustang fighter pilot, flying dozens of missions over Central Europe where he was shot down and wounded in September, 1943, becoming a POW until an April. 1944 liberation.

He later became the principal partner of Maynard, Clark Teasley Insurance Agency and a founding member of East Ridge Country Club. Mr. Clark was a participant in good measure of the greatest generation which, as its numbers now rapidly dimmish, looms ever larger in the grateful memory of its children Mr. Clark was preceded in death by his daughter, Marian Clark and His parents, Henry Peary and Mary Michell Clark. He is survived by his wife of 64 years.
