Breaking Down SCRA Credit Cards Regulations
Interest rate cap – Lenders cannot charge active duty servicemembers more than 6 percent interest on any amount owed before entering active-duty service. Interest includes not just periodic interest, but also financial charges or fees related to the debt.

The law says that lenders cannot charge more than 16 percent interest rate on loans. Unfortunately, some lending companies owned by or affiliated with vehicle makers have devised schemes whereby you are charged interest at rates exceeding the maximum permitted by law. This is called usury.
When you make a proper request for an interest rate reduction under the SCRA, your lender must reduce your interest rate to 6 percent for the entire time you are serving on active duty. The interest above 6 percent is forgiven.
There is no federal law limiting the interest credit card companies can charge in general. Credit card interest rates are capped at 36% for active-duty military service members and their covered dependents under the Military Lending Act.
A 24.99% APR is not good for mortgages, student loans, or auto loans, as it's far higher than what most borrowers should expect to pay and what most lenders will even offer. A 24.99% APR is reasonable for personal loans and credit cards, however, particularly for people with below-average credit.
The SCRA caps interest rates on motor vehicle leases taken out before entering military service at six percent. Borrower's military service are expected to notify their auto finance company in writing, along with accompanying proof of military orders, to get the rate adjusted.
A 6% Cap on Interest Rates
The cap can apply to credit cards, mortgages and student loans (excluding Federal Guaranteed Student Loans). The excess interest will not be due after your release from active duty.

ARM loans are typically made at an initial interest rate lower than market rate; however the interest rate can be adjusted – up or down – during the life of the loan. A one year ARM allows for annual adjustments of no more than 1percent and a lifetime cap of 5 percent.

If you can get a rate under 6% for a used car, this is likely to be considered a good APR.
The MLA provides protections to servicemembers and their dependents for credit extended while the servicemember is serving on active duty. In contrast, the SCRA protects servicemembers and their dependents with obligations incurred prior to entry into active duty.
Protection Against Car Repossession Under the SCRA. The SCRA prevents car loan lenders from repossessing your car without a court order while you're in military service. To qualify, you must have signed the loan agreement and paid at least the deposit or first installment payment before you entered military service.
Debt on Mortgages and Auto Loans
While you're on active duty, if you fall behind on your mortgage or auto loan, the lender cannot foreclose or repossess unless it gets a court order. The court can also defer payments and provide other relief.
Anything below the average credit card interest rate — 23.55% for new offers, as of February 2023, according to a LendingTree study — is generally considered a good APR, and anything above that rate is considered high.
A good APR is around 22%, which is the current average for credit cards. People with bad credit may only have options for higher APR credit cards around 30%. Some people with good credit may find cards with APR as low as 16%.
